Russia has suspended all adoptions to American families until the two countries can agree on new procedures. A US delegation will meet with officials in Moscow "in the next few days" to discuss the situation, the AP reports, after an American woman last week sent her 7-year-old adopted son back to Russia on a plane by himself. Russians are outraged that no charges have been filed against her. A Russian rep said new laws were necessary "ensure that recent tragedies in the United States will not be repeated."
