A tape smuggled out of the United Arab Emirates and obtained by ABC News shows a member of the country's royal family viciously torturing a man. Uniformed police assist as the sheikh—the brother of the country's crown prince—tortures the man with whips and cattle prods, pours salt in his wounds, and then runs him over with an SUV.

The victim is believed to have been an Afghan grain dealer who short-changed the royal on a delivery. The existence of the tape—obtained by an associate of the sheikh who says he was himself tortured when he refused to return it—should spur the US into taking action on human rights abuses in the UAE, said the co-chair of the House Human Rights Commission. "My guess is that this is just the tip of the iceberg," he said.
