New Ukraine Motto Emerges as Power Plants Go Down

Russia kept up its aerial attacks on Ukraine Tuesday, part of a strategy that is now clear after eight days—Moscow is trying to cripple Ukraine's power and water plants. President Volodymyr Zelensky said on Twitter that "30% of Ukraine's power stations have been destroyed, causing massive blackouts across the country," per the BBC. • The general: Reuters sees the fingerprints here of Gen. Sergei Suvorkin, recently named by Vladimir Putin as overall commander of the Ukraine war. Nicknamed "General Armageddon," Suvorkin has a reputation for unleashing relentless missile attacks on cities (as he did in Syria and Chechnya) despite the potential for civilian casualties.
• New motto: With rolling blackouts becoming common, residents of Kiev and elsewhere are encouraging one another to "consume consciously" to save power, notes the New York Times. "On social media, shops, banks and other major retailers have posted photos of the measures that they are taking to reduce energy use, turning off their illuminated signs and encouraging others to do the same," per the story. The idea is to ease pressure on the grid to give workers a chance to make repairs.
• A warning: The World Health Organization warned this week that the attacks on power plants just ahead of winter raises the risk of a humanitarian catastrophe: It “could become a matter of life or death if people are unable to heat their homes.”
