The annual national campaign to encourage seatbelt use is off to a slow start thanks to a Texas ranch owner whose access to private roads exempts him from the law. President Bush showed the NATO secretary-general around around his spread in Crawford over the weekend, and although he didn't "click it," there's no ticket in his future.
The "Click It or Ticket" campaign began Monday, but because the ranch's byways aren't public roads, Texas' seatbelt regulations are moot. Presidential spokesman Tony Snow, who apparently has never heard of Jon Corzine, conveyed the official do-as-I-say White House stance: "We encourage everybody to wear their seatbelts."
