A House panel authorized subpoenas yesterday and the Senate Judiciary Committee is expected to do so today in an effort to force Karl Rove and other top administration figures to testify about the firings of federal prosecutors. With the White House offering only private interviews, not under oath, the scene is set for a head-on constitutional collision.

White House spokesman Tony Snow accused Congress of seeking a crisis: "You want to get at the truth? Or do you want to create a political spectacle?"  Bush claims he has already offered lawmakers “unprecedented access” to his aides, but the Washington Post cites 12 instances during the Clinton administration alone when senior staff testified before Congress or were deposed under oath.
