As the two storm systems responsible moved into Ohio yesterday, officials in Wisconsin and Minnesota tallied damage assessments in the tens of millions of dollars. An estimated 4,200 homes were affected in Minnesota alone. "It's heart-wrenching," said a local from a small town under water since Sunday. "Makes me want to cry." President Bush said Minnesota residents could expect a “flood of help” soon from the federal government, but the state's governor warned many without flood insurance not to expect miracles.
