US Secretary of State Condoleezza Rice is preparing to fly to India as the Indian government yesterday raised its security to "war level," proclaiming it has proof that Pakistan played a role in the Mumbai terror attacks that killed more than 170 people. Pakistan has responded by threatening to end military operations against the Taliban and is readying troops for an "unwanted conflict" with its bigger neighbor, reports the Guardian.

The Pakistani government has insisted that no "state institutions" played a part in the attacks. But Lashkar-e-Taiba, the radical group fingered by Indian authorities, has significant relationships with Pakistani security. Lashkar-e-Taiba opposes India's control of Kashmir. A major aim of Rice's trip will be to ease tensions between the nations. "There will be discussions about how to move forward," said a State Department spokesman.
