Tropical Storm Cristobal doused the Bahamas and the Turks and Caicos Islands with heavy rainfall yesterday as it moved slowly on a northern track in the Caribbean. One man was drowned when he tried to drive his pickup truck across a rushing river in the Dominican Republic and two other people are missing and believed dead after being swept away by a river that burst its banks in western Haiti. The National Hurricane Center in Miami says Cristobal may strengthen into a hurricane later in the week over the open Atlantic, but the storm's center is expected to curve away from the US East Coast. Before strengthening into a storm on the weekend, Cristobal downed several trees and power lines on Puerto Rico, leaving more than 23,500 people without power and 8,720 without water.
